2. Compliance with CTEC, Enrolled Agent, and CPA Regulations


Taxes and Financials+ operates in compliance with California Tax Education Council (CTEC) regulations, IRS Enrolled Agent (EA) regulations, and Certified Public Accountant (CPA) requirements applicable to our services.


A. CTEC Compliance As a CTEC-Registered Tax Preparer (CRTP), we comply with:

✅ Registration with CTEC under California Business & Professions Code §§ 22250-22259.

✅ Annual Continuing Education Requirements to maintain registration.

✅ Adherence to California tax preparation laws and ethical standards.

✅ Surety Bond Requirement to protect consumers in case of misconduct.


🚫 CTEC-Registered Tax Preparers (CRTPs) are NOT licensed to represent taxpayers before the IRS or provide legal tax advice.


B. Enrolled Agent (EA) Compliance As an IRS Enrolled Agent (EA), our firm is authorized to:

✅ Represent taxpayers before the IRS for audits, collections, and appeals.

✅ Prepare and file federal and state tax returns.

✅ Provide tax consultation and advisory services.

✅ Comply with IRS Circular 230, which governs tax professionals’ conduct.


🚫 EAs are NOT permitted to provide legal representation in non-tax matters.


C. CPA Compliance If a Certified Public Accountant (CPA) within our firm provides services:

✅ They are licensed under the California Board of Accountancy.

✅ They comply with the American Institute of Certified Public Accountants (AICPA) Code of Professional Conduct.

✅ They are authorized to provide financial and business advisory services beyond tax preparation.


🚫 CPAs are NOT permitted to provide legal representation unless they are also licensed attorneys.


D. Federal & California State Compliance


We adhere to: IRS Regulations governing tax return preparers. California Revenue & Taxation Code (RTC) regarding tax preparation and filing. California Department of Tax and Fee Administration (CDTFA) regulations for state taxes. Franchise Tax Board (FTB) policies governing state income tax filings.


E. Taxpayer Responsibility You are responsible for:


🔹 Providing accurate and complete tax information.

🔹 Reviewing and signing tax filings before submission.

🔹 Paying taxes owed as required by federal and California state laws.
